Recruitment: Legal Consultant (Grade C or D & F) in Reserve Bank of India

The Reserve Bank of India (RBI) has recently put up a notification regarding the recruitment of Legal Consultant (Grade ‘C’ or ’D’ and ‘F’) on contract basis initially for a period of three years from the date of taking up the assignment. The post is equivalent to that of a Grade ‘C’ or Grade ‘D’  and Grade ‘F’ officer in the Bank. The performance of the appointees will be reviewed annually. Pay Scale of RBI Legal Consultant (Grade ‘C’ or ’D’ and ‘F’)

• Grade ‘C’ or ’D’: Rs.26.84 / 36.91 lakhs per annum subject to tax
• Grade ‘F’: Rs. Rs.54.63 lakh per annum subject to tax

The compensation package (including market value of housing) is equivalent to the CTC of a Grade ‘C/D and F’ officers in the Bank as revised from time to time.

RBI Legal Consultant (Grade ‘C’ or ’D’ and ‘F’) Job Responsibilities

Grade ‘C’ or ’D’:

a) Assisting the Legal Advisers generally in
(i) providing legal opinions
(ii) carrying out Legal research
(iii) preparation of drafts of show cause notices and speaking orders for consideration of the authority competent to issue the same, as also to handle litigation, if any, and to carry out such official tasks as are assigned by the HoD or the Legal Adviser.

b) Offering legal opinion on the matters referred by the Bank.

c) Provide opinion on legal issues arising after examining inter-departmental references.

d) Providing required support for finalizing the strategies for dealing with important Court cases.

e) Vetting of draft legislation and sub-ordinate legislation.

f) Participating in meetings with Senior Government officials and attending Conferences with Legal Counsels whenever outside opinion is required.

g) Providing support and guidance on any legal matters.

h) Attending proceedings before the court, briefing the Bank’s Advocates, Preparing draft pleadings.

i) Any other work as may be assigned by the Bank from time to time.

Grade ‘F’:

a) Offering valuable legal opinion on the matters referred by the Bank.

b) Providing guidance and support on any legal matters, legal advice on policy issues as desired by the Top Management.

c) Assisting Top Management or Deputy Governor or Governor whenever they are required to depose before the various committees of Parliament or any other such forum.

d) Offering support for finalizing the strategies for dealing with Court cases of importance for the Bank.

e) Vetting of draft legislation and sub-ordinate legislation.

f) Participating in meetings with Senior Government officials, when required by the Bank.

g) Attending Conference with Legal Counsels whenever outside opinion is sought by the Bank.

h) Attending proceedings before the court, briefing the Bank’s Advocates, Preparing draft pleadings, etc.

i) Any other work as may be assigned by the Bank from time to time.

RBI Legal Consultant (Grade ‘C’ or ’D’ and ‘F’)Eligibility Criteria

Educational Qualifications

1. Candidates should score a minimum of 50% aggregate marks in their all semesters/years Bachelor’s Degree in Law recognized by the Bar Council of India.
   
   
2. Candidates must successfully completed their master’s degree or Ph.D. in Law from a recognized university.

Work Experience

Essential Experience:
Grade ‘C’ or ’D’: Candidates must have a minimum of at least 7 years of experience as a Law Officer or as an Advocate in the Legal Department of a statutory corporation/ financial institution/large bank or in the Legal Department of Central/State Government or as a partner in a Law firm providing legal advice.

Grade ‘F’: Candidates must have a minimum of at least 15 experience as an Advocate or as a Law Officer in the Legal Department of a statutory corporation/ financial institution/large bank or in the Legal Department of Central/State Government or as a partner in a Law firm providing legal advice.

Desirable Experience:
Candidate must have experience in International laws, Taxation laws, Payment Systems, laws relating to Forex and Cyber/ IT Laws/Banking.

Age Limit

Grade ‘C’ or ’D’: The age of the candidate should be between 30-45 years as on the date of advertisement.

Grade ‘F’: The age of the candidate should be between 45 - 55 years as on the date of advertisement.

Nationality

A candidate must be either:

• an Indian citizen of India, or
• a subject of Nepal, or
• a subject of Bhutan, or
• a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or
• a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
• Provided a certificate of eligibility should be issued by the Government of India in favour of the that a candidate belonging to categories (b), (c), (d) and (e).

RBI Legal Consultant (Grade ‘C’ or ’D’ and ‘F’) Selection Process

1. The selection of the candidates for the recruitment of Legal Consultant (Grade ‘C’ or ’D’ or ‘F’) will only be done through interview. The candidate’s familiarity and capability to deal with issues related to Banking Regulation Act, 1949, RBI Act 1934 and FEMA ,1999, etc., inter alia may be judged during the interview.
2. The selected candidates will be offered a position equivalent to either Grade ‘C’ or Grade ‘D’ or Grade ‘F’ officer in the Bank (equivalent in CTC) based on their qualifications, experience etc.
   

Note:

1. RBI Services Board reserves all the rights to limit the number of candidates that are called for interview by enhancing the minimum qualification requirements as indicated above or through any other appropriate method, in case, the number of applications far exceed the number of advertised vacancies.
   
   
2. The candidates called for interview shall be reimbursed Air Fare in economy class by the shortest distance.
   

RBI Legal Consultant (Grade ‘C’ or ’D’ and ‘F’) Application Fees

• General (GEN/OBC): Rs. 600 including intimation charges
• SC/ST/PWD: Rs. 100 intimation charges only
  

(*Bank/Transaction charges has to be borne by the candidate). Fees is subject to change time to time.

Note:

1. Any Application form without the prescribed Fee / Intimation Charges shall be summarily rejected.
   
   
2. Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection.
