Recruitment of Level 1 Employees in Indian Railways

The Indian Railways invites application form from eligible candidates for the recruitment of Various Posts in Level 1 of 7th CPC Pay Matrix. The candidates interested to apply for these jobs shall require to submit online application through any of the website of Railway Recruitment Boards (RRBs). The opportunity is open to all candidates who has completed Class 10th and possess a technical / vocational certificate or diploma or higher. The recruitment is a two stage procedure i.e. Computer Based Test (CBT) / Written Test and Physical Efficiency Test (PET). Only candidates who qualify in the written examination are called for PET.
Indian Railways has 21 RRB zones for administration of recruitment examination across the country.

Level 1 Pay Scale

The Level 01 employees of Indian Railways receive an initial pay of Rs.18000/- plus various other benefits and allowances according to 7th CPC matrix.

Important Dates for the Recruitment of Level 01 Employees

  • Start of online application process: February
  • End of application process: March
  • Computer Based Test (CBT): April/May

Eligibility Criteria for Level 01 Employees

Educational Qualification

Find below the educational qualification for the recruitment of Various Posts in Level 1 of 7th CPC Pay Matrix:
  1. The candidates should have successfully completed 10th plus a National Apprenticeship Certificate (NAC) granted by NCVT
    OR
    10th plus ITI from institutions recognised by NCVT/SCVT to be eligible for the following posts:

Age Limit

The age of the candidate should be between 18 - 28 Years. However, there is a relaxation of upper age limit as given below:
  1. SC/ST candidates: 5 Years
  2. OBC-Non Creamy Layer candidates: 3 Years
  3. Ex-Servicemen candidates who have put in more than 6 months service after attestation:
    UR:
    33 Years plus no. of years of service rendered in Defence plus 3 years
    OBC-Non Creamy Layer: 36 Years plus no. of years of service rendered in Defence plus 3 years
    SC/ST:
    38 Years plus no. of years of service rendered in Defence plus 3 years
    36 Years plus no. of years of service rendered in Defence plus 3
  4. Persons With Disabilities (PWD) UR: 10 Years
  5. PWD OBC-Non Creamy Layer: 13 Years
  6. PWD SC/ST: 15 Years
  7. Candidates ordinarily been domiciled in the State of Jammu & Kashmir during the period from 01.01.1980 to 31.12.1989:
    UR: 38 Years
    OBC-Non Creamy Layer: 41 Years
    SC/ST: 43 Years
  8. Candidates who are serving Group ‘C’ and Erstwhile Group ‘D’ Railway Staff, Casual Labour and Substitutes in Railway who have put in minimum of 3 years service (continuous or in broken spells)
    UR: 40 Years
    OBC-Non Creamy Layer: 43 Years
    SC/ST: 45 Years
  9. Candidates who are working in Quasi-Administrative offices of the Railway organization such as Railway Canteens, Co-operative Societies and Institutes:
    UR: 33 Years plus length of service rendered or 5 Years, whichever is lower.
    OBC-Non Creamy Layer: 36 Years plus length of service rendered or 5 Years, whichever is lower.
    SC/ST: 38 Years plus length of service rendered or 5 Years, whichever is lower.
  10. Women candidates, who are widowed, divorced or judicially separated from husband but not remarried:
    UR: 35 Years
    OBC-Non Creamy Layer: 38 Years
    SC/ST: 40 Years
  11. Course Completed Act Apprentices applying for the posts for which minimum qualification is ITI/Course Completed Act Apprenticeship:
    UR: 33 Years plus extent of Apprentice Training undergone by them under the Apprentice Act 1961
    OBC-Non Creamy Layer:
    36 Years plus extent of Apprentice Training undergone by them under the Apprentice Act 1961
    SC/ST:
    38 Years plus extent of Apprentice Training undergone by them under the Apprentice Act
    1961
  12. Candidates who are Course Completed Act Apprentice under the Apprenticeship Act before attaining the age of 25 years
    UR: 35 Years
    OBC-Non Creamy Layer: 38 Years
    SC/ST: 40 Years

Nationality/Citizenship:

The nationality or citizenship criteria for candidates are as follows

(i)  A candidate must either be:

a. an Indian citizen, or

b. a subject of Nepal, or

c. a subject of Bhutan, or

d. a Tibetan refugee who has come to India, before 1st January, 1962 with the intention of permanently settling down in India, or

e. an Indian origin person who has migrated from Vietnam, Ethiopia, Zaire, Malawi, Zambia, the United Republic of Tanzania, Uganda, East African Countries of Kenya, Sri Lanka, Burma and Pakistan with the intention of permanently settling down in India.

f. The Government of India should issue a certificate in favor of the candidate belonging to the categories (b), (c), (d) and (e)

The candidates have to submit the eligibility certificate issued by the Government of India during Document Verification. Failing which their candidature shall stand cancelled.

Medical Standards

Candidates are required to fulfill all the medical standards as per the requirement of the post(s) they have opted for. Those found medically unsuitable shall not be given any alternative appointment. Visual Acuity Standard is considered as one of the important criteria of medical fitness of railway staff.

General Fitness: Physically fit in all respects
Visual Acuity:
Distance Vision: 6/6, 6/9 without glasses (No fogging test)
Near Vision: Sn: 0.6, 0.6 without glasses and Must pass tests for Colour Vision, Binocular Vision, Night Vision, Mesopic Vision etc.

Medical Standard: B-1
General Fitness: Physically fit in all respects
Visual Acuity:
Distance Vision: 6/9, 6/12 with or without glasses (power of lenses not to exceed 4D)
Near Vision: Sn: 0.6, 0.6 with or without glasses when reading or close work is required and Must pass test for Colour Vision, Binocular Vision, Night Vision, Mesopic Vision etc.

Medical Standard: B-2
General Fitness: Physically fit in all respects
Visual Acuity:

Examination Fees for the recruitment of Level 1 Employees

  • For Candidates belonging to SC/ ST / Ex-Serviceman / PWDs / Female / Transgender / Minorities / Economically backward class: Rs. 250
  • For the other remaining candidates: Rs. 500/-
The payment can be made both online and offline -

a. Online
Through internet banking or debit/credit cards.

b. Offline
The fees can be paid:
i. Through SBI Bank Branch Challan.
ii. Through Post Office Challan.
*Minorities include Zoroastrians, Jains, Buddhists, Sikhs, Christians, Parsis and Muslims. However, it is subject to inclusion/deletion/revision till the closing date.
*Economically Backward Class (EBC) candidates would include those families who annual income is less than Rs. 50,000. A valid income certificate should be produced by them.

Exam Pattern For Level 1 Employees

Computer Based Test (CBT)

Total Duration: 90 Min
No of Questions: 100
Question Type: Objective type multiple choice questions

Candidates are required to appear for a Computer Based Test (CBT) on the specified date, time and venue as per the e-call letter. Candidates need to download their call letters from the RRBs websites. All information regarding the e-call letter shall be communicated through the websites as well as personal emails to the candidates.

Minimum percentage of marks for eligibility in various categories:
  • UR -40%
  • OBC-30%
  • SC-30%
  • ST-30%
However, there is a relaxation of 2% for PWD candidates in case of shortage of PWD candidates against vacancies reserved for them.

Question Type and Syllabus:

The Questions will be of objective type with multiple choices and are likely to include questions
pertaining to:

a. Mathematics
Number system, BODMAS, Decimals, Fractions, LCM, HCF, Ratio and Proportion, Percentages, Mensuration, Time and Work; Time and Distance, Simple and Compound Interest, Profit and Loss, Algebra, Geometry and Trigonometry, Elementary Statistics, Square root, Age Calculations, Calendar & Clock, Pipes & Cistern etc.

b. General Intelligence and reasoning
Analogies, Alphabetical and Number Series, Coding and Decoding, Mathematical operations, Relationships, Syllogism, Jumbling, Venn Diagram, Data Interpretation and Sufficiency, Conclusions and Decision making, Similarities and Differences, Analytical Reasoning, Classification, Directions, Statement –Arguments and Assumptions etc.

c. General Science
The syllabus under this shall cover Physics, Chemistry and Life Sciences of 10th standard level.

d. General Awareness on current affairs in Science & Technology, Sports, Culture, Personalities, Economics, Politics and any other subjects of importance.

Physical Efficiency Test (PET)

Based on the marks obtained by the candidates in the Computer Based Test (CBT) shall be called for the Physical Efficiency Test (PET). The passing of Physical Efficiency Test (PET) is mandatory for all the selected candidates.

The criterion for PET is as under:

Male Candidates
  1. Candidate should be able to lift and carry a weight of 35 kgs for a distance of 100 metres in 2 minutes duration in one single chance.
  2. Candidates should be able to run a distance of 1000 metres in 4 minutes and 15 seconds in one single chance.
Female Candidates
  1. Candidate should be able to lift and carry a weight of 35 kgs for a distance of 100 metres in 2 minutes duration in one single chance.
  2. Candidates should be able to run a distance of 1000 metres in 5 minutes and 40 seconds in one single chance.

Document Verification and Empaneling of Candidates

The candidates will be called for document verification based on their performance in the Computer Based Test and Physical Efficiency Test (PET).

If in case two or more candidates secure same marks, their age criteria shall be taken into consideration ,i.e., the older candidate shall be given priority.

The final appointment of the selected candidates depend upon their passing of the requisite Medical Fitness Test conducted by the Railway Administration, final verification of educational and community certificates.

Recruitment Process For Level 1 Employees

Only single online application has to be submitted by the candidate to the RRB of their choice for all the notified posts of that RRB through the link provided on the official website.

The entire recruitment process shall involve a Computer Based Test(CBT), Physical Efficiency Test (PET) and Document Verification.

The date, time and venue for all the activities, namely, CBT, PET and DV or any other additional activity as applicable shall be fixed by the RRBs and shall be intimated to the eligible candidates in due course. Request for postponement of any of the above activity or for change of venue, date and shift will not be entertained under any circumstances.

How to apply for the recruitment of Level 1 Employees

A candidates must possess a valid mobile number & email id to receive all the recruitment related information. The email id and mobile number should be kept active till the entire recruitment process is over.

The application forms are to be submitted online only through any RRB website.
Candidates are required to submit only one application form. If more than one application form is submitted, it would result in disqualification and debarment.
